Officers' Quarters.

A structure in failure, inside a living site.

The Officers' Quarters sits within Nelson's Dockyard National Park, part of Antigua's UNESCO World Heritage Site. By the time FRagments Architecture was engaged, the building's timber structure — its columns, beams, and flooring — had suffered significant rot, compromising both its stability and its long-term survival.

FRagments Architecture was engaged directly by the National Parks Authority as Lead Architect for the building's structural restoration, with a brief to return it to sound condition without compromising its historic character.

Nelson's Dockyard forms part of Antigua Naval Dockyard and Related Archaeological Sites, a UNESCO World Heritage property, and the restoration of the Officers' Quarters was approached with the care that designation demands. The conservation strategy draws on the UNESCO World Heritage Convention and Operational Guidelines, the ICOMOS Venice Charter, the Nara Document on Authenticity, and ICOMOS principles for the structural restoration of architectural heritage — a hierarchy that held throughout: understand before intervening, retain before replacing, repair wherever possible, and introduce new work only where necessary.

The work began with close investigation of the existing building. Masonry, timber, openings, finishes, and construction methods were read as physical evidence, so that every intervention responded to the significance, condition, and material behaviour of what was already there. Historic fabric was retained wherever viable; replacement was limited to elements beyond reasonable conservation, with new timber selected for compatibility with the existing construction and treated against termite damage before installation. Contemporary repairs were kept legible rather than disguised as original fabric.

Within a World Heritage Site, the Officers' Quarters could not be treated in isolation — its restoration also had to preserve its contribution to the wider significance of Nelson's Dockyard. The objective was not to make the building new again. It was to conserve what survived, strengthen what remained, and carry it forward for another generation.

Restored, and back in use.

Completed in November 2025, the restoration returned the Officers' Quarters to sound structural condition and its exterior to a finish consistent with its historic character. The ground-floor facilities reopened to the public, and the building resumed its place within the daily life of Nelson's Dockyard.

The project adds to FRagments Architecture's growing body of heritage work within Nelson's Dockyard National Park, alongside the Interpretation Centre Gift Shop at Dow's Hill and the Nelson's Dockyard Gift Shop. Each commission reinforces the same standing with the National Parks Authority: heritage restoration delivered to UNESCO-grade standards, inside a site that remains in continuous public use throughout the work.
